Townsend is incorporated with its own ordinance; Walland and the surrounding acreage are unincorporated Blount County, which exempts fences under ten feet from both permit and setback requirements, subject to vision clearance. That is four feet more than the City of Maryville allows.

Is there a setback from the property line in the county?

The ordinance does not state one for standard residential fences under ten feet. But the fence must sit entirely on your land and must not encroach into a right-of-way or easement — "no stated setback" is not the same as anywhere.
