Bill, a seasoned entrepreneur and former U.S. Navy Seabee, took ownership of Loudon County Fence over 20 years ago, transforming it from a $800,000 operation into a $20 million industry leader in East Tennessee fencing services. His dedication to quality, integrity, and customer satisfaction has made LC Fence a trusted name in Knoxville, Knox County, Blount County, and beyond.Bill’s wife, Amanda, a Lenoir City native and Registered Nurse turned business partner, has played an essential role in the company’s success. Together, they have raised two children, Will and Megan, who are now actively involved in the family business, ensuring a legacy of excellence.Proudly based in Lenoir City, Bill and Amanda continue to lead Loudon County Fence, providing the highest quality residential, commercial, and industrial fencing solutions in East Tennessee.

Tracy Layman – Senior VP

Tracy serves as the Senior Vice President of Loudon County Fence, overseeing all installation scheduling, from residential fences in Knoxville to large-scale commercial and industrial fencing projects across East Tennessee. As the lead estimator for commercial and industrial jobs, his expertise ensures accurate planning and seamless project execution.A graduate of Hiwassee College, Tracy brings over 30 years of construction experience, including 20 years dedicated to fencing. Working alongside Bill, he has developed a deep understanding of quality craftsmanship and customer satisfaction.Tracy is proud to call Sevierville, TN, home, where he lives with his wife of over 35 years. As a dedicated father to Tiffany and Austin, Tracy balances his professional excellence with strong family values, making him an invaluable part of the Loudon County Fence team.

Boone Moody – VP of Operations

Boone is the Vice President of Operations at Loudon County Fence, bringing over 20 years of hands-on experience in the fencing industry. A proud graduate of Tennessee Wesleyan College with a Bachelor’s in Business, Boone’s journey began as a laborer, working his way up to overseeing all daily operations — from sales and customer service to fence installations.As a Lenoir City native, Boone understands the needs of East Tennessee customers and ensures that every fencing project meets the highest standards of quality and customer satisfaction. His leadership is key to the company’s continued growth and success.Boone is also a dedicated family man, having been married for 17 years. He and his wife are proud parents of two children, Caleb and Noah, who share their strong values and East Tennessee roots.

Jeff Jones – Lead Residential Manager

Jeff is the Lead Residential Project Manager at Loudon County Fence, bringing nearly a decade of experience in managing residential fencing projects across East Tennessee. His commitment to excellence and customer satisfaction is rooted in his disciplined background as a U.S. Army veteran.After his honorable military service, Jeff earned a degree from Middle Tennessee State University (MTSU), where he gained valuable skills that have enhanced his leadership and project management abilities. His dedication to quality and efficiency ensures that every residential fencing project is completed to the highest standard.Jeff is proud to call Athens, TN, home, where he lives with his wife and their three children. Jim Morris – Residential Project Manager

Jim is a dedicated Residential Project Manager at Loudon County Fence, bringing over five years of specialized experience to our team. A proud Karns native and U.S. Army veteran, Jim’s commitment to discipline and service shines through in his work.His extensive background in sales and customer service, spanning over 40 years across multiple industries, adds a unique perspective to our team, enhancing customer satisfaction and ensuring smooth, successful projects. Jim’s education from Roane State further equips him with the skills needed to provide exceptional service to our residential customers.Jim proudly calls Sweetwater, TN, home, where he enjoys life with his daughter, Mariannina. Tedd Pennoyer – Sales

Tedd is a valuable member of the Loudon County Fence sales team, bringing years of expertise in construction and sales to our customers. Originally from Ohio, Tedd has proudly called Knoxville home for over 30 years, making him well-versed in the fencing needs of the East Tennessee community.Tedd is passionate about helping residential customers find the perfect fencing solutions to enhance their properties, providing expert guidance and personalized service. Beyond his sales role, Tedd’s commitment to excellence shines as he takes on additional responsibilities, managing and streamlining daily tasks to ensure smooth operations.A dedicated family man, Tedd is married and the proud father of four sons: Harry, Archie, JP, and BK. Julie Davis – office Administrator

Julie is the dedicated Office Administrator at Loudon County Fence, ensuring that our operations run smoothly every day. Starting her career as a receptionist over six years ago, Julie's exceptional organizational skills and commitment to excellence quickly earned her a leadership role. She now manages payroll, tracks weekly sales figures, and ensures we stay connected with new customers seeking the best fencing solutions in Knoxville and East Tennessee.Born in the Philippines and having grown up in New York, Julie’s journey led her to Knoxville in 2017, where she has become an essential part of our team. Outside of work, she enjoys quality time with her husband and caring for her beloved pets, which include rabbits, chickens, cats, and dogs. Her love for animals and her warm personality make her a joy to work with, while her attention to detail ensures that Loudon County Fence operates at its best.

Amy Murphy – Office Mom

Originally from Ireland, Amy’s journey across the United States eventually led her to Kingston, TN, in 2016, where she found her true home. As the newest member of our Loudon County Fence office team, Amy has quickly become an irreplaceable part of our family. Known affectionately as "Mom" around the office, she brings warmth and joy to our team by remembering every birthday and sharing her love of cooking during holidays and special occasions.But Amy’s nurturing spirit doesn’t stop at the office. At home, she’s an avid gardener, cultivating a beautiful garden that reflects her love for life and growth. Whether she’s growing our team’s morale or helping customers with a friendly smile, Amy is an essential part of Loudon County Fence.

Melissa Blalock – Accounting

Melissa is a vital member of the Loudon County Fence team, embodying the strong family values that define our locally owned and operated business. As Amanda’s sister, she continues the family tradition of excellence, bringing over 35 years of accounting experience to our operations. Her mastery of numbers and impeccable organizational skills have transformed what began as a part-time role during busy seasons into an essential, full-time position. Simply put, we couldn’t do without her.A proud University of Tennessee graduate and Lenoir City local, Melissa now resides in Knoxville with her husband and two sons, Ian and Grant.
