Installed cost and cost to own are two different numbers

On the compact lots common through Inskip, chain link is usually the lowest installed cost per foot of anything we build, and it is worth saying plainly that this does not make it a lesser fence. If the job is containment — a dog, a play area, a defined back yard — chain link does that job as completely as a panel costing four times as much. It is continuous, it has no bottom gap for a small dog to work at, it does not warp, and it does not need painting. Choosing it because it fits the budget is not a compromise on function.

It is also not the same fence people picture. Galvanized mesh is bright and it draws the eye. The same fabric in black or brown vinyl coating visually disappears against a hedge, a tree line or a shaded back lot — from thirty feet you tend to see the yard rather than the fence. The coating adds cost per foot and it is, in most cases, the cheapest appearance upgrade available on any fence type.

The real question is not which fence costs least to install. It is which fence costs least to own over the years you will keep it, and that is decided almost entirely below grade. A wood fence with the right posts and the wrong ones look identical the week they go up. Five years later one is plumb and the other is leaning, and nothing about the pickets explains the difference.

What happens below grade

Three things determine whether a post is still doing its job a decade in.

The lumber category

Pressure-treated wood is sold to AWPA use categories. UC3B is intended for above-ground use and is appropriate for pickets and rails. UC4A is rated for ground contact and is what a post requires, because a post spends its whole life buried in wet soil. The two products are visually identical on the truck and on the day of installation; the category is printed on the end tag, and that tag is the only place the difference is visible. A fence built with UC3B posts is cheaper on paper and will fail from the ground up. LC Fence does not stock cedar — ground-contact-rated pressure-treated pine is what we recommend and what we install.

Drainage at the bottom of the hole

Knox County subsoils commonly run 35 to 60 percent clay. Clay does not drain; it holds water against whatever is sitting in it. With Knoxville averaging about 52 inches of rain a year, a post set in a smooth-sided clay hole full of concrete is sitting in a bucket. Gravel at the base gives that water somewhere to go instead of standing at the end grain.

How the concrete is finished at the surface

Concrete poured flat or slightly dished collects rainwater and holds it against the post at exactly the point where rot starts. Crowning it — sloping the top away from the post so runoff sheds off — costs nothing but a minute per hole and is one of the largest single differences between a fence that lasts and one that does not.

Depth matters too, and it is not the frost number people expect. Knox County's adopted frost depth is 12 inches, but for a six-foot privacy fence the governing load is wind rather than frost: the panel acts as a sail and the post has to resist overturning. Depth to bedrock across Knox County also varies from roughly 7 inches on shallow ridge soils to more than 60 inches on deeper ones, so on some lots the hole stops before the spec does and the design has to change to suit.

What a fence costs here

Within any one of those ranges the spread comes from height, material grade, gate count, terrain and how easily a crew can get equipment to the line. On a narrow lot with a single side gate and no alley access, that last factor is not trivial.

City rules for an Inskip address

Inskip addresses inside the city limits are governed by the City of Knoxville Zoning Ordinance. Article 10, section 10.3.L limits a privacy fence forward of the front building line to 42 inches. That provision does not cap side and rear yards at 42 inches, which is why the usual arrangement on a compact lot is a taller screening fence behind the front building line and something lower, or nothing, across the front.

Whether that line falls where you assume it does depends on your particular lot and setback, so check your address with the City of Knoxville rather than measuring from the curb. If your parcel turns out to sit outside the city limits, Knox County rules apply instead, and those are not the same rules.

Knox County section 3.20.04 restricts obstruction to vision in the sight triangle at intersections, and a solid panel counts as an obstruction. On a corner lot in an older street grid, that triangle can overlap a meaningful part of the yard.

One more thing that catches people out on older properties: the fence has to go on your side of the property line, and on lots platted decades ago the line is not always where a previous owner's fence or hedge suggests. If there is any doubt, a survey costs less than moving a completed fence. Separately, if a covenant governs your property, it is a private agreement that can be stricter than zoning and is not enforced or waived by the city.

Licensing in Knox County

Tennessee requires a contractor's license for work at $25,000 and above, and the requirement bites before bidding or negotiating a price, not at the point work begins. Knox County is one of only nine Tennessee counties that additionally require a separate Home Improvement license for residential work from $3,000 to just under $25,000 — Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby. A contractor holding a residential or commercial contractor's license is exempt from that separate requirement.

A typical residential fence job falls inside that band, which makes this a fair question to ask anyone quoting you. Before we dig, Tennessee 811 gets three working days' notice. The ticket is valid 15 days and the tolerance zone is at least four feet either side of a marked line. Private lines are not covered by the free locate — irrigation, a buried pet fence, a line to a detached garage or shed — and on older properties with things added over the years, those are common.
