North Knoxville is one of the oldest residential parts of the city, and the houses look it. Turned porch posts, steep gables, a foundation wall of brick or stone, and a front yard that was originally fenced in wood picket. When a fence goes back in front of a house like that, the profile matters as much as the material. A four-foot flat-top picket with a square cap sits comfortably in front of an 1890s house. A tall dog-ear privacy panel does not.
The city's height rule points the same way. Under Article 10, §10.3.L of the City of Knoxville Zoning Ordinance, a privacy fence forward of the front building line is limited to 42 inches. Side and rear yards are not capped at 42 inches. In practice that means the front yard gets an open picket in the three-to-42-inch range and the privacy work happens behind the face of the house, which is close to how these blocks were fenced to begin with.
We build picket from ground-contact-rated pressure-treated pine and set it board by board rather than in prefabricated sections. That matters on old ground: spacing can be adjusted to land evenly between existing posts, gates and walk openings, and the top line can be run level in short steps instead of rolling with a settled grade.

What that means for your project depends entirely on your address. Designations follow specific parcels and specific district boundaries, and a house on one side of a street can be covered while the one across from it is not. We will not tell you review is required, and we will not tell you it is not. Confirm your address with the City of Knoxville and with Knoxville Historic Zoning before you order material, because a design change after approval costs more than getting it right the first time. Any private covenants recorded against the deed are a separate matter again, often stricter than zoning, and not enforced or waived by the city.
The platting here runs narrow at the street and long to the back, which produces two effects on a fence job. First, the side runs are the expensive part. On a lot forty feet wide and a hundred and forty deep, most of your footage is the two long sides, and total footage is what drives the number more than the style you choose. Second, getting to the back of that lot can be difficult. Some blocks have rear alley access that makes the job straightforward; others give you a side yard a few feet wide and everything goes in on foot.
Old lots also carry old infrastructure. Tennessee 811 gets three working days' notice before we excavate; the ticket is valid 15 days and the tolerance zone is at least four feet. The free locate covers utility-owned lines only, so anything private is not on it: irrigation, invisible fence, a feed running out to a detached garage off the alley, pool equipment.

Knox County's adopted frost depth is 12 inches, but on a six-foot privacy fence the load that governs is wind rather than frost, and the answer to wind is embedment depth and concrete diameter. Under the surface, depth to bedrock across the county runs from roughly 7 inches on shallow ridge soils to over 60 inches on deeper ones, with subsoils commonly 35 to 60 percent clay. That range is why we dig before we promise a post depth.
Knoxville averages about 52 inches of rain a year under the NOAA 1991–2020 normals for TYS, more than Seattle, and clay does not let it go. Gravel under the post and concrete crowned above grade to shed water instead of pooling are the difference between a post that lasts and one that rots at the collar. Wood is specified to the AWPA use categories: UC3B for pickets and rails, UC4A ground contact for posts. We do not stock cedar, and while it can be sourced by request it is expensive here and does not hold up in East Tennessee clay without detail work most jobs will not carry.
On licensing: Tennessee requires a contractor's license at $25,000 and above, and requires it before bidding or negotiating a price. Knox County is one of only nine counties that also require a separate Home Improvement license for residential work from $3,000 to just under $25,000; a residential or commercial contractor's license exempts the holder from it.
