Which rules apply in Gatlinburg?
Gatlinburg is incorporated with its own ordinance, separate from Pigeon Forge, Sevierville and unincorporated Sevier County. Confirm with the city before planning — a Gatlinburg mailing address does not settle which rulebook governs your lot.
How do you fence a very steep lot?
Stepped or racked to follow grade, and on Gatlinburg gradients that is not optional. Split rail and board fence handle grade change best. Solid privacy panels on a steep run need careful stepping or they look wrong and dam water behind them. Expect 10 to 25 percent added for slope, sometimes more.
Can I fence up to the national park boundary?

Minimum barrier height, limits on gaps beneath and between pickets, and self-closing, self-latching gate hardware with the latch above a specified height. Ornamental aluminum is the usual compliant choice and does not corrode in a wet environment.
Will a fence keep bears out?
No residential fence is bear-proof, and we would not claim otherwise. Fencing helps with dogs, children and property definition. For bears, secured trash and food storage do far more than any fence will.
